Serbia tenders three DTT multiplex operator licences

Serbia’s Regulatory Authority for Electronic Communications and Postal Services (Ratel) has launched a public tender for up to three DTT multiplex licences in the 470–694 MHz radio frequency spectrum.

These licences, which are valid for ten years with options for renewal, cover UHF bands IV and V for the MUX1, MUX2, and MUX5 networks.

The minimum fees for these licences are set at RSD 1 million (€8,500) for MUX 1 and RSD 5 million for MUX2 and MUX5.

The total fee must be paid in two instalments: 20 per cent is due by the licence issuance date, and the remaining 80 per cent must be paid by June 30th 2027.

A single bidder is permitted to be awarded all three licences. The successful company or companies will be required to achieve population coverage of at least 95 per cent within the MUX1 service area, and at least 90 per cent for the MUX2 and MUX5 areas, no later than six months from the date the licence is issued.

Ratel will establish a commission to manage the competitive bidding. This commission will draft the tender documentation, which will then undergo a 30-day public consultation. Following this period, Ratel’s Council will finalise and publish the official public announcement.

Within five days of receiving the commission’s final report, Ratel’s Council will select the most favourable offers in accordance with the Law on Electronic Communications.

Serbia currently has three DTT multiplexes using the DVB-T2 standard, operated by public enterprise Emisiona tehnika i veze (ETV), which manages around 230 transmission sites and towers.

MUX1 is reserved for public broadcasting and national commercial stations, MUX2 distributes regional and local TV stations, while MUX 3 offers encrypted pay-TV channels (Antena Plus).
