Kavanagh named Openreach MD for Complex Engineering
January 16, 2026
Openreach has appointed Garret Kavanagh as its new Managing Director for Complex Engineering, effective from April 1st.
Garret began his career as an engineering graduate at BT Group in 2006 and, since then, has built deep experience across a number of field operations and service delivery roles. For the past four years he has led Openreach Northern Ireland, where he and the team have taken full fibre coverage to more than 90 percent of the country – one of the highest coverage levels anywhere in the UK.
Clive Selley CEO, Openreach, commented: “Garret’s been running our Northern Ireland team with distinction – so he’s more than ready to step into this critical role for Openreach. In Complex Engineering, Garret will focus on leading the team to finish the UK build, as we get into more complex, rural and remote areas. He will also continue to transform and enhance our Ethernet business – which provides critical connections for public and private sector customers all over the country.”
Garret added: “I’m delighted to be appointed Managing Director for Complex Engineering and am very much looking forward to joining the team. I’m no stranger to Full Fibre build with Northern Ireland reaching the 90% milestone last year; I understand the challenges we face as our build programme moves into some of the most complex and rural parts of the UK. Fast, reliable broadband is no longer a nice to have – it’s essential and I’m committed to ensuring that rural communities and harder to reach premises aren’t left behind during this once in a generation infrastructure project.”
Andy Whale continues as Openreach’s Chief Engineer, leading a team focused on engineering standards and innovation.
As part of these changes, Openreach Northern Ireland will move from the Commercial unit to be hosted by Complex Engineering.
The recruitment process for a new Director of Northern Ireland is already underway. Lauren McGaughey will continue to lead the team in an acting-Director capacity.
