German army to order 1,200 satellites

Germany’s Bundeswehr (army) plans to operate up to 1,200 low Earth orbiting satellites by 2030 for communications and reconnaissance, with about 200 satellites which are planned for its SATCOMBw Stufe 4 communications system.

The balance, about 1,000 satellites, will serve its SPOCK-2 reconnaissance system. SPOCK is Germany’s Spacesystem for Persistent Operational Tracking Stage 2. Germany wants to avoid reliance on other networks and to develop its own sovereign infrastructure, in order for its aircraft, ships and army ground forces to communicate worldwide without relying on the goodwill or stability of a foreign company.

SPOCK-2 represents a massive expansion of Germany’s space strategy, which was spurred by the Ukraine war and growing concerns over Europe’s heavy reliance on allied (primarily US) satellite intelligence. The second stage is designed to process multiple types of intelligence in real-time, including electro-optical imagery, signals intelligence (SIGINT), and combat-proven AI data processing.

The broader German defensive space initiative is backed by a €35 billion fund allocated through 2030, with SPOCK-2 being one of the largest single acquisitions intended to end reliance on foreign networks like Starlink.The Competition: Bidding for the contract is underway. Major competitors include the KIRK consortium (led by the AI defence company Helsing and satellite builder OHB) and the Rheinmetall ICEYE Space Solutions joint venture, which is already delivering the initial SPOCK-1 Synthetic Aperture Radar (SAR) constellation.
