UK local TV on way?

Richard Horwood, once head of Mirror Group newspapers, has talked to government UK advisers about a national channel with multiple local opt-outs.
Horwood, who once managed Trinity Mirror Television which included Live TV, is thought to be proposing to launch Channel 6, which would serve 25 million homes with a skeleton of national programming and very local shows.
