France: Arcom seeks increased resources

French TV and digital regulator Arcom is seeking an increase in its resources so as better to tackle the challenges it faces.
In light of the ‘strategic project’ it has unveiled for the 2026-2028 period, those objectives have been significantly broadened in the digital environment, ranging from the fight against piracy, to the protection of minors online and respect for pluralism in the media.
In its new project, Arcom has defined twelve priorities, including support of the French creative ecosystem and the competitive strength of French groups, the strengthening of the protection of minors online (including age control on pornographic sites) as well as the future of television.
“Our current budget, not least our resources, are not sufficient enough to ensure what we perceive of the expectations of both Parliament and citizens,” said the president of Arcom, Martin Ajdari. Arcom, whose budget amounts to some €50 million for 378 full time posts, anticipates recruiting 30 additional professionals in the next two years.
Key issues are impending in the coming months, with the ban on social networks for children under 15 sought by President Macron, expected in September 2026, and the 2027 presidential election. During this period, Arcom will be responsible, along with other bodies, for monitoring attempts to interfere, and disinformation, especially related to artificial intelligence.
“We must continue to boost teams, including the management of online platforms, whose driving forces need to double in the next three years,” predicted Alban de Nervaux, Arcom general manager.
