Serbia relaunches tender for DTT multiplex operators

Serbia’s Regulatory Authority for Electronic Communications and Postal Services (RATEL) has initiated a public tender for three DTT spectrum licences (MUX1, MUX2, and MUX5) in the 470-694 MHz band for use in Serbia.
This tender represents a relaunch of the process originally initiated in May. Each DTT multiplex licence will be valid for ten years with renewal options.
To participate, bidders must be active in electronic communications, possess five years of experience in digital TV network management, and – if not currently operating in Serbia – have an agreement with an existing local operator.
The tender documentation, which costs RSD 347,330 (€2,950), must be purchased by July 31st, and applications are due by August 31st.
The licences will be awarded to the highest financial bidders during a multi-day auction. The reserve prices are RSD 1 million for MUX1 and RSD 5 million each for MUX2 and MUX5.
MUX1 is reserved for public broadcasters and national commercial channels; MUX2 distributes regional and local TV channels, while MUX5 is a new multiplex whose purpose is yet to be defined.
There is also a fourth multiplex in Serbia, MUX3, operated by Antena Plus (owned by Telekom Srbija), which distributes pay-TV channels.
The operator of the existing DTT multiplexes in Serbia is public enterprise Emisiona tehnika i veze (ETV).
