ICASA demands 6-month data roll-overs

South Africa’s communications regulator ICASA has published draft updates to its end-user requirements for telco customers and users in the country. One major change is that the draft regulations require cellular and data operators to roll-over data bundles for a minimum of 6 months.
The regulator says that companies can offer a longer roll-over period, but 6 months would be the minimum.
Other changes under consideration include requirements regarding moving customers to different tariffs without specific permission from the user. Operators will apply new voice and SMS bundles only once the old ones have been used up and operators must compensate users “appropriately” (extending usage or giving a rebate) for network outages or service breakdowns.
ICASA has given until May 18th for comments and submissions.
