MásMóvil, Huawei pay-TV structure to avoid RTVE tax?

MásMóvil, the fourth ranked Spanish telco, and Huawei are preparing to launch their pay-TV offer within the next few weeks.
They have entered into an alliance with Agile Content, a specialist in TV content and big data, to provide the TV service. With this agreement, MásMóvil and Huawei aim to avoid paying the 0.7 per cent tax to the pubcaster RTVE as the law requires from every telco that offers a TV service.
Huawei will distribute an Android STB in exchange for a monthly fee including Sky services and Atresmedia content, among others.
