Portugual regulator study on expanding DTT

Portugal’s National Communications Authority (Anacom) has awarded a contract worth over €160,000 to Leadership Business Consulting for a study on expanding DTT in the country.
The contract was signed after a restricted tender and based on prior qualification.
According to the document, published on Portugal’s public procurement portal, the study must “take into account the different European experiences, the adequacy of spectrum available for DTT and the evolution of the technological standards associated with this form of broadcasting”.
It will have to take into account the system and procedure for the awarding of licences, the transmission of other public service TV channels as well as the possibility that network operator Meo will not renew its right of use of frequencies, which expires on December 9th 2023.
The study should also analyse the advantages and disadvantages of DTT compared to competing platforms. In addition, it will need to identify “the reasons for the relative failure of the operation” and evaluate the business potential of DTT in Portugal, as well as consider the impact of possible models on the advertising market.
The study should be completed within 14 weeks.
