Mexico decides OTT is not pay-TV

Mexico’s regulator (Ifetel) has determined that OTT operators cannot be regulated in the same fashion as ‘conventional’ pay-TV broadcasters.
Ifetel specifically looked at Netflix, Claro Video and Cinepolis Click and decided they were not pay-TV providers.
The decision came following an objection from Tabasco-based cable operator Alive Telecommunications which had requested that OTT operators be subject to the same rules as conventional industry players.
Ifetel responded by saying that it did not foresee any specific regulations for what were restricted Internet TV services.
